There are no zombie or loot in my server. I changed a couple thing in my server like more food and it can only spawn in Towns but its not working.I validate the files and its say there's no error.

Why is there no loot or zombie on my server.Everytime i change something in the xml files the loots and the zombies disappear.Any suggestions
