In Configuration Files how can i change "ExpertMode" to True, it is currently set to "false". And what even is expert mode?

after each restart characters get wiped, but bases and tents dont, why is this?

After i restart the server everyones character gets wiped and they all spawn back along the coast as fresh spawns. I placed a tent and after server restart same thing happened but the tent was still where i placed it. Why do the characters get reset
