I am a official tester for SCUM and I know which server you are talking about because I have been asking myself the same question. Due to my close contact with the Devs I was able to let on of them check their server files and they have not found anything in the .ini files that could be the cause of this phenomenon. They are still investigating the case but I think it has to do with damaged server files due to a server update not going well because they do not check the integrity of the server files you can only simply reinstall them at the moment.
