Server settings won’t update to what I have applied. Tried resetting and stoping server for 30 min and saving settings then starting.

doesn’t matter what I change or turn on it won’t implement it in the server. Tried waiting while server was stopped for 30 min then saving settings and restarting. All that will actually change is server description and message of the day. Cannot change literally any setting at all.
