I resolved the cpu limit and weight/volume by editing the gameoptions.yaml file in the reforged eden scenarios folder.

I copied the reforged eden files to Content/Scenarios/Reforged Eden folder and then set the custom scenario to Reforged Eden. Works ok but cannot set cpu limit or weight/volumes to true.
