server is stuck in a mod reinstall/update loop thats makeing the server stay in a restart loop

this is the log i get when i try to add a mod id load request made for content id: 1673522006 [STEAM] Download failed for content id: 1673522006, code: 2 it was all working fine till i did a server restart when i tried to delete the mod file and reinstall it does noting just that error i have a 10 slot server but it bugs it out and says its a 50 slot now only when i try to reinstall the mod
