The truth is that the "Mods" folder, like the "Content" folder, had to be created because they did not exist. I have found another mod that is supposed to work, where do I put it if those folders do not exist? this is the mod:

Yes, all the steps you said, I did with the server stopped. For the doubt that the mod failed, provide more mods and it did not work either. I'm going crazy!!!
