haven't really seen any new updates or posts elsewhere related. Most folks either do the dinowipe, or do a reinstall from a saved backup just prior to the update. WC had posted this recommendation as well. I have multiple servers with no issues for testing.
As for the offline breeding, no: the game does not have this option.
Visit Console Commands - Official ARK: Survival Evolved Wiki for all available server/game commands.
This issue is fixed. Still highly recommend to invest in an option to disable offline breeding.

And for the offline, you might want to go to the ARK wiki and suggest this in their Dev forums. It would be a game setting.
