If we activate another oasis do walkers transfer over to the new active oasis? Or do we lose everything in our character inventory and walkers?

park your walkers in the lobby, then change the active one and your walkers get moved to that new map.

All bases stay from my tests.

Yep the bases stay where you left them, and once you re-activate that map, they'll be right where you left them.
