I too would like to know this, even if it's a case of it will never be available for new customers again. I am holding off buying a second server as I wait for the UK server to come back. It would be nice to be told whether it is coming back or not, even if an ETA can't be given.

You have to contact the support for this kind of information, this here is the community support forum. You will sometimes see staff replying to topics, but it's still not the official support.
