Sometime some things don't work when spawning in. I'll try to test some later as well.
but for extra measure have you tried admincheat before just to try and see if it works.
I believe that if you are playing a singleplayer game, then you use “cheat”.
But if you are playing on a server you need to use “admincheat”.
admincheat dosnt work :).. Seems like Nitrado is having the same issues as they had 1yr ago. Event Assets not working. i dont even see Colored dinos even tho the event is active

This is not nitrado issues, you cant spawn them if event is not on, the same with winter color candy, this is game design, you can only spawn them if you have event on your server
I mean this event has to work, not only that you selected it in the user panel 
70% events works only then when devs activate them
