For general things you edit the serverconfig.xml in the main 7dtd directory
If you want to change how many points per level you get and how much additional XP you need for each level - then you need to change the progression.xml file (Its in the 7dtd/data/config folder)

Hi there,
you could use this little Mod to change Point per Level and XP needed for next level.Simply copy as every other Mod into the Mods folder and change the Values in the "progression.xml" file inside the Config Folder.

Please do not change things in /data/config/ directly ; it´s better to use xpath modlets (Good xpath modding tutorial from7dtd forum ->klick me)
Just copy the folder "Skillpoints_per_level" from the zip i attached into you Mods folder .
Inside the Mod is a folder "config" containing a permission.xml , just open this to change the points per level. -
