My server is on a restart loop ive already done a force shutdown and restart multiple times but still stays on a loop and help with this issue

yup, mines in a loop too. Stays for about 20 seconds, then goes back to restarting.

I do apologize you guys are having issues with the restart loops. You can tried to do a forcestop stop via the web interface. If this doesnt work i would suggest submitting a support ticket.
