my sever I rent out of new York was down for couple days and now it back up and it stuck in restart loop I cant get hold of the hot line to get help

After a few minutes a 'force stop' should appear. Click on it. Wait. Then restart.

Yeah I recieved an email about the New York server having issues and that the servers would be down. But my server is gone and some options in the general settings are missing. Like naming your server and making passwords for your server are completely gone.
