Loot spawns ruined

I have a ps4 server and after alot of trial and error have finally got everything modded perfectly except that guns and bags spawn in ruined. I did set the (damagemin) and (damagemax) to 1.0-1.0. Also tried 0.9-1.0 and not any better. When you leave it at 0.3-0.7 it appears loot spawns pristine? What's the deal?

the lower the number the better. The higher the number the worse it will spawn in damage wise.

Value of damage (min or max) 0.1 is less damage than 0.9
