bDisableStructurePlacementCollision=true not working

bDisableStructurePlacementCollision=true is in my gameusersettings file and in my game.ini file

trying to build in 2 different castles on the Valguero map. Neither castle allows building inside.

Enable Extra Structure Prevention Volumes box is not checked so it is disabled.

Its the map, for some strange reason you cant build everywhere.

That is not the case for Val for the 2 castles. You can build in them. I have my base in one.

Make sure you have the correct settings and its in the correct ini.
