If I add mod to my ark server, do The People that wana play on it need to add same mods? Or do it work anyway?

If you have mods on the server, all players must have the same game version and mods.
Players can either connect and let the server download to them. This is the default nature of getting a mod. Its does download and install locally to a person's PC. So over time be aware of all the servers they connect to it will continue to download mods of other servers. Hence taking up HD space.
Another way folks DL mods is find out which ones are running and subscribe or mark them as fav in the steam workshop.

In any case it is nice and faster if you download the mods in advance.
You can search for the mods by their ID in the workshop, the pictures show you which mod you install on the server and which one you install on your Computer.
The server also takes a little bit longer to start, because it also downloads the mods, so give the server the time to run everything smoothly.
