That could be the other reason why you are not seeing it. Will need to wait on the update. And no exact info when that will happen.

I suspect it might be due to the ARK updates that are going out atm. You might want to submit a ticket for Nitrado Support or wait a bit.

Same holds true, go ahead and create a ticket with Nitrado Support please. Nothing else the moderators can suggest at this point. This is a Community Support for others to help each other. Yours is probably server specific and needs Support attention. Thank you.

Make sure he is has updated. This update was client and server.

If one friend can connect, and he can't its more than likely not your server. It could be the network of the game clients still updating causing issues.

Has your friend connected before? If not, he/she will need to make sure they have all the correct firewall ports open.

If they have connected before, its probably the vendor/game network and just have to be patient. Looks like a lot of changes with his update. At least on the PC server side.
