Limit Admin Permissions

Is there anyway I can limit the commands an admin can use. I want to assign an admin server but his only responsibility is to give new survivors their starter kit. If not, is there like an easier way to allow him access to a vault without him having to leave his legit tribe?

Game Admin by default, no. Its all or nothing.

I know you are on console, but for PC mods are available in which can on a limited scale.

As for the items, just set items lockable on the server and set a pin#.
