I can not believe it. the thing works! I just added the worldedit.forge jar to the MODS folder via server interface. I'm sure it's supposed to create a .yaml file that can be viewed/edited on notepad++ so waiting, hoping for that to create now.

With pleasure. WorldEdit is once as a plugin and once as a mod. The mod of course then belongs in the mod folder.
I can understand your confusion with the instructions.
