It's been over 20 minutes now and I've tried clicking force stop server but no luck.

You can either try another browser, or if this is a new server install try a reinstall.
If those do not work, then you will need to make a ticket with Nitrado Support.

You are not alone, my Xbox server is having the issues as well. I have been trying to get mine to shut down for around 8 hours now, will restart but not completely shut down.

Same get stuck will force restart but not force stop. Cant stop server...

If you tried everything that was suggested above. And you've already submitted a support ticket I would wait for support to get back to you as we dont have access to your accounts or servers on the forums. It can take 24 to 48 hours for a reply back
