Have you tried reinputting the info back in and restarting the server to see if it takes?
also to note how the ARK DB works, its not instant. I usually give it a full day to cycle. But yes what Rondeau states: do that first. DB will update/recalculate.
It still doesn't work, I put 2 levels in weight and it is still the default.

Is there any other way I can force it to recalculate? Also, is this an in game day or a real life day? 
Not knowing the details in the updated code, anything is possible.
Make sure the server is stopped for at least 5m.
Then go ahead and change the settings, save.
Reboot.
Do dinowipe.
saveworld
reboot.
That will take care of all the possibilities for that layer.
If it still fails..
Stop server.
Copy files from game to PC via FTP. This will insure you have the latest backup. (website backups are never current).
Do a reinstall of the server.
Once server is up, do a copy of the files on your PC back to the server via FTP.
Sometimes an update causes a corruption. Happens more often than what folks see.
On their site this is how they suggest a recovery if you are having oddities happening with settings and game configs.
NOTE: Copy those files (the ENTIRE) shooter directory. This will insure you have a backup.
And yes, I have done everything I've suggest in extreme conditions and has worked. If I didnt say it enough, COPY the directory to your PC. Once you do a reinstall, its all gone.

you may contact Nitrado Support by creating a ticket and they may be able to provide some alternative options.

I had this happen often back in the day with Extinction. My settings like had no effect on the server. One time above worked, one time I waited 24hrs, one time they came out with a patch.
I tend to go extreme to fix faster and seems to help. hehe

This worked as far as I can tell, however in addition, I removed the ini settings for TCs Auto Rewards v1.11.1. I am not sure whether or not those were interferring, so I did it too. I will add it back at a later date and update you once again. Thank you for all your help!
May I ask what you did to resolve so others can read this learn?
I run TC Rewards myself with no issues.
