My server had all the rights codes and everything but my HarvestAmountMultiplier isnt working and I dont know why. I've looked up so many videos on how to help change it but everytime I restart my server it doesn't work

make sure when changing these you will most likely need to change them in both areas. Some setting dont always have to be changed in expert mode. They still will be under general settings as well. Check to see if this is the issue.

if you're trying up the gathering rates those two settings wont have anything to do with that. One is the health of the say the bushes and the other is the regeneration time of those same bushes after you harvest them
