I can't seem to locate the gameusersettings or ini command line that forces dino wipes on restart, I would like the wipe to automate itself, I don't want to have to tag a stupid checkbox every single day to make sure the server wild dinos wipe and would appreciate the assistance.

It is only available on the WebUI since you do not have access to the startup CLI.

What about the "Forced Respawn of wild Dinos at server restart" Option? What would I set this to in order to wipe on restart daily?

You can add it, but its always best effort.
In GUS.ini add
ServerAutoForceRespawnWildDinosInterval=21600.000000
respawn every 6 hours
