    If you want to import a database larger than the upload limit I'd recommend using a MySQL client like MySQL Workbench. With these clients you'll be able to connect to your database for importing the SQL file without caring about the upload limit. Increasing the upload limit may is not the solution since there is a max execution time for this web based UI as well. Using one of these clients would be the most secure way for setting up your database.
