Decrease the number of vehicles + Difference between `<nominal>` and `<min>`

    Hello guys, I have two questions:


    1) Which file do I need to change to decrease the number of vehicles available across the map?


    2) What is the difference between nominal and min? According to the wiki:

    Quote

    "nominal: How many of this item that can be on the map" and "min: The minimum amount of an item that will spawn on the map"

    Not that I want to do this, I just want to understand exactly how it works, but that means I shouldn't have the "min" value greater than "nominal", correct? If yes, what would happen if you had this situation?
