Space Engineers have several mods that adds more factions and encounters, are you using any of these? or is it the base game pirates you want more of? I'm unsure about increasing the activity of the base game AI's. But I know mods that will allow you to become more of a target the bigger your base/ship gets. There's also ways to increase how often they spawn around you, depending on the distance you've traveled. I'd look at the steam workshop and tailor your game to what you would like to have happen. I do advise caution when installing mods tho, steam workshop is not very good at letting you know when a mod has been discontinued, so keep an eye on when the mod was last updated and on the comment section below. People will usually complain there if a mod has stopped working.
