If you have a cluster ID set up then players should only be able to download and upload between your servers you have clustered together.
If you do not have servers clustered together using the cluster ID and you have all the download and upload checked off then anyone who plays on yoir server will be able.to download and upload as they please this includes single player dinos as well.
