I was wondering if I would be able to customize all of the sliders and stuff like dino tame speed and stuff like that when I purchase the server or how that would work

You will have a web interface called expert mod to change all the settings if you so desire. Or use the WebUi.
You can also get a temp server says 3 days and try it out.

You sure will; this is General settings tab, and in mentioned above Expert Settings you'll be able to do much more and edit .ini files themselves. Which of course allows you to set dino taming speed, xp, food drain, mating and all other multipliers.
