is there any way to start the server without it restarting and sitting there for hours restarting?

There could possibly be an issue with the server. It shouldn't take hours to restart. At most a few minutes. You might want to take a look at some if the other threads on the forums for people having the same issue. Some of these may include work arounds. If none works the best thing would be to submit a suppoer ticket..
