I'm trying to allow a moderator to whitelist people to our server using the whitelist text file, but not give them access to the entire server files folder. is this possible?

There are certain guest access rights, but none is so specific to allow them to only edit one file.
Check it for yourself, maybe there is one which is acceptable for you.
