gameusersetting.ini wont change the in game settings

    I can edit my gameusersettings.ini file in expert mode but when i start the game the settings do nothing as the dinos are lvl 3 and ect. After I restart the server it also deletes my settings and puts the default ones. Any fixes?? Here is my settings
