    Are you trying to get tier 4 loot to spawn in a tier 2/3 location or vice versa?


    its simple. Say you want AK74 to show up in tier 1. simply change or add it under this area "<value name="Tier3"/>"


    so for tier 1 change or add a line to read "<value name="Tier1"/>". You can do the same if you wanted say the AK74 to show up in houses by adding "<usage name="Town"/>" and/or "<usage name="Village"/>" or any other location you choose. Ie; farms, police station, hunting...
