Loot not despawning

Any loot in my server that is dropped won't despawn, it's been on the floor for weeks. I've changed the xml so it has a lifetime of 7200 but they're not despawning. And I also can't find the option to turn my servers persistence off or to wipe the servers loot for fresh stuff to spawn up without wiping the characters off.

I don't have a pc so I use the nitrado website on my iPad. There's got to be a more convenient way than to change every items nominal to 0. Even using a site to help that would take a couple of hours to modify and then restore. I'm on vanilla 1.09. I've also got the problem of loot not respawning now, I've just gone back to a place I looted a few days ago and it hasn't respawned, completely empty.

And no I haven't added anything. I get the same problem with a brand new server rental.

Has anyone found a solution to this yet?

The server has expired now but I tried restoring it hoping that the default settings I got were messed up but they weren't. Nothing despawns on the default setting except ruined items.
