My Abberation server difficulty set doesn't work

On my Abberation server i have the difficulty set to 1.0 but im still only getting Lvl 8-50s and occasionally a Lvl 112, is there any way to manually put it in or is it a deeper problem

i think i got it fixed but i put the difficulty on like 5.0 but im still seeing extremely low levels, but its confusing cause we just found a 130 megalo
