If it's PVE server you can always enable whitelist and only allow Approved and trusted whitelist members into your server, You can check under general settings to enable whitelist

im not to good with this stuff and i couldnt find any guns
To edit loot you can edit types.xml
much better if you do this on PC as it's easy to edit XML files, There is plenty of video on youtube on Modding specially DonSIbley video is useful

Like HowsMyShot says, very important make that changes on PC using a trusted editor, i tried to make changes by cell phone and it didn't work, the computer worked very well, on the phone the files end up being corrupted.
