Bloom settings to remove glare on metal structures

I've scoured all the ini settings on my server and I have not got the bloom settings, do I have to add the lines? I'm a total noob to all thanks for your help

you will most likely need to add those into the ini settings. From what I'm reading it may possibly be client side only and you can put it in as an admin command but that would have to be done every time you sign in
